This accreditation outcome, that represents the highest level of accreditation, is awarded to organizations that show substantial fulfilment of the standards established by CARF. An organization receiving a Three-Year Accreditation outcome has put itself through a rigorous peer review process and has demonstrated that its programs and services are of the highest quality, measurable and accountable. Further, an organization accredited for three years clearly indicates that present conditions represent an established pattern of total operations that is likely to be maintained or improved in the foreseeable future.
TDCSS is a nonprofit organization that has been providing community living services, services to children and families and alcohol / drug addictions programs in the Northwest Region since 1970.
CARF is an international, independent, not-for-profit organization that accredits human services providers for their rehabilitation, employment, child and family or ageing services. Founded in 1966 as the Commission on Accreditation of Rehabilitation Facilities, the accrediting body is now known as CARF. CARF establishes consumer-focused standards to help providers measure and improve the quality, value and outcomes of their services.

TDCSS also operates Interconnect and Youth Opportunities – employment programs funding by Human Resources Development Canada and the Ministry of Advanced Education. These programs were accredited a number of years ago by Private Post Secondary Institute and are due to be re-evaluated.

The process of Accreditation has been a positive, learning experience for everyone involved. We gained opportunities to build our relationships, to identify areas of strength and areas where we need improvement, and to develop a process of ongoing self-evaluation and change.

Thank you to all of the people we serve, their families, employees of TDCSS , the Board of Directors, our funders – the Ministry for Children & Family Development, the Northern Health Authority, Ministry of Public Safety & Solicitor General, W.C.B. Human Resources Development Canada, the Provincial Government, CHMC, BCHMC, Community Living B.C. and the many businesses and individuals that financially support our endeavours - and community members who contributed to Terrace & District Community Services Society’s successful accreditation process. It would not have been possible without everyone’s involvement.

What is Accreditation?

Any organization that contracts with the BC government to fund services of $500,000.00 or more is required to seek accreditation from a certified organization. TDCSS chose CARF to accredit our programs.

This certificate, if earned, provides proof that the organization is fulfilling it’s contract in the best possible way and meets all standards set forth by CARF.

CARF's Mission, Vision, Core Values, and Purposes

The mission of CARF is to promote the quality, value, and optimal outcomes of services through a consultative accreditation process that centres on enhancing the lives of the persons served.

Through responsiveness to a dynamic and diverse environment, CARF serves as a catalyst for improving the quality of life of the persons served by CARF-accredited organizations and the programs and services they provide.

Core Values

CARF believes in the following core values:

  • All people have the right to be treated with dignity and respect.
  • All people should have access to needed services that achieve optimum outcomes.
  • All people should be empowered to exercise informed choice.

CARF's accreditation, research, and educational activities are conducted in accordance with these core values and with the utmost integrity.  In addition, CARF is committed to:

  • The continuous improvement of both organizational management and service delivery.
  • Diversity and cultural competence in all CARF activities and associations.
  • Enhancing the involvement of consumers in all of CARF's activities.
  • Consumers of services being active participants in the development and application of standards for accreditation.
  • Enhancing the meaning, value, and relevance of accreditation to consumers of services.

When the service or program you choose is CARF-accredited, it means your provider has passed an in-depth review of its services. It is your assurance that the provider meets rigorous CARF guidelines for service and quality - a qualified endorsement that your provider conforms to nationally and internationally recognized service standards and is focused on delivering the most favourable results for you.
